Your post is pretty confusing. You seem to be explaining the complex amount of equipment necessary for good catfishing then trying to explain an inexpensive way to do it.
Let me give you an example. Many docks and boat ramps on Lake Weiss Alabama have lighting ( usually mercury vapor lights on tall poles). They also have cleaning tables where many crappies are filletted daily. The blue cats there develope a route of checking likely spots for crappie carcasses at cleaning stations.
In this scenario I have eliminated the need for boat and motor--all lighting systems--and chum. You do not need underwater lighting because the blue cats routinely visit sites hoping to find the crappie carcasses and cannot detect those that have hooks in them.
I advocate that catfish hunt primarily at night because their other senses provide a slight advantage over baitfishes eyesight at night. This advantage would be negated with underwater light or unnatural lighting at night. Underwater lighting would be an advantage for sight feeding fish such as crappie and white bass.
The system you describe would only produce juvenile size fish that were either desperate or inexperienced. This would be fine for anyone interested in lots of small fish but all the equipment would not be necessary.
Conversely, I fish for flathead catfish and concentrate on trophy sized cats. I avoid all light sources. These mature predators are extremely aware of their surroundings and wary of anything unnatural that happens.
Unnatural light will change the surroundings enough to alarm the flathead and cause them to avoid the area.

Channel cats and blue cats might not be spooked by lights but the disadvantages of all that equipment outweigh the advantages.
If the same amount of time were spent locating food sources and likely catfish locations as your preparation, then an equal amount of cats should be caught. Also once you understand where and how to locate the cats you can repeat the process over and over on any body of water.
