the last few days I have been fishing i have caught about 7 or 8 carp. However, I wasn't fishing for them, all of them were foul hooked (hooked in the tail or back they fight better) in cold water do they school up and virtually stay still. There was one spot i could cast at over and over and hit fish snagging one with almost every cast in the same spot.

That's correct, carp are pretty dormant in the colder months. They will however bite some bait. Try something with corn syrup in it, they like that in the winter time.

Carp are one of the few fish that you can catch consistently in the cold weather. Pre-bait the spots for a few days and you will get a few hours each day when they will feed a little.

Good point PA, never thought about baiting them in the winter time. I just try and cast towards the schools in the colder months. I am going to have to try that when I return!
